I'd recommend Golden Cowrie in Lahug. They serve Filipino food and is one of the favorite hang-outs of most people. Casa Verde near Fuente Osmeņa serves great baby back ribs and other native dishes. If Chinese is your thing, there's Grand Majestic. For Japanese, there's Mikado and Ginza Restaurant.

You better go to Crossroads along Banilad Road. There's a lot of choices there; Filipino, Vietnamese, Thai, Chinese, Japanese among others.

golden cowrie is at salinas drive lahug. a few meters from University of Southern Philippines. Mikado serves all-you-can-eat lunch and dinner buffet at 399, i think. there's a row of japanese restuarants in A.S. fortuna, mandaue. there's kagura, which opens 24 hours, and ichiriki chaya, to name a few.

Abujan uno

This is for those who loves nilagang baka (called pochero when you are in visayas).
I searched in different places in the philippines for the best nilagang baka but ended up back in cebu. Ive tried the nilagang bakas in dagupan, in tagaytay, in metro manila, in palompon(leyte), in iloilo, in bacolod, and in cagayan but none can beat the nilagang baka in cebu at Abujan Uno.

Abujan Uno is located within Kan-irag Hotel (a small hotel) in F Ramos St. Cebu City. There's an Abujan Dos Restaurant beside it, but Abujan Uno is the best and the original.

When you are there, order the Pochero (soup, nilagang baka) as well as the sizzling pochero.

I think i sound like im plugging the store, so im gonna stop now. :-)
